President and Chief Executive Officer

Frank A. Ghinassi, PhD, ABPP is President and CEO of Rutgers Health University Behavioral Health Care and Senior Vice President of the Behavioral Health and Addictions Service Line at RWJBarnabas Health.  As President and CEO, Dr. Ghinassi is responsible for the strategic oversight and direction of a statewide system of academic, behavioral health,  addiction services, training, and funded research. UBHC, one of the largest providers of behavioral health and addictions healthcare in the country, offers a wide range of clinical and support services across all diagnosis, and across the lifespan.

Mary-Catherine Bohan

Vice President of Outpatient & Ambulatory Services

Mary-Catherine Bohan, MSW is Vice President of Outpatient and Ambulatory Services at Rutgers University Behavioral Health Care. Prior to joining Rutgers UBHC in 2016, Mary-Catherine was NJ Regional Director for Community Care Behavioral Health, a non-profit behavioral health managed care organization headquartered in Pittsburgh, PA. Previously, she was Clinical Administrator for Western Psychiatric Institute and Clinic (WPIC) in Pittsburgh where she was responsible for the clinical and administrative operations for ambulatory and community based services for individuals with serious and persistent mental illness.

Lisa Cox

Vice President of Operations

Lisa Cox, PhD, RN, PMHCNS-BC is the Vice President of Operations at Rutgers University Behavioral Health Care.  She joined UBHC in January of 2018.  Lisa earned her PhD in Nursing Education from University of Nevada, Las Vegas, her MSN from Temple University and a BSN from The College of New Jersey.  She has worked in Behavioral Health since 1996 and maintains ANCC certification as a Clinical Nurse Specialist in Psychiatric/Mental Health Nursing. Prior to UBHC, Lisa was the Chief Executive Officer at Fairmount Behavioral Health System. Previously, Lisa worked for Capital Health for 13 years with progressive leadership positions including Nurse Manager for the Inpatient Mental Health Unit, Director of Mental Health Services and Divisional Director of Patient Care Services.

Major General Mark A. Graham, U.S. Army (Retired)

Executive Director, National Center for Peer Support & Vets4Warriors®

Major General Mark A. Graham, MBA (U.S. Army, Retired), serves as Executive Director of the Rutgers UBHC National Call Center and Vets4Warriors®, a peer support network serving veterans, service members, and their families worldwide. A retired U.S. Army Major General, he brings decades of leadership experience in military service, behavioral health advocacy, and suicide prevention. General Graham oversees national programs that provide 24/7 confidential peer support and connect individuals to critical resources and services. His work is deeply informed by his personal commitment to improving mental health awareness and support for military and veteran communities. Through his leadership, Vets4Warriors® continues to expand its reach and impact, supporting resilience and well-being for those who serve.

J. Chad Knight

Chief Operating Officer, University Correctional Health Care

J. Chad Knight, MSHA, FACHE is the Chief Operating Officer for Rutgers UCHC.  As COO, he is responsible for all statewide correctional healthcare contracts, managing an annual budget of over $175 million and 1100 staff and faculty.  UCHC provides comprehensive healthcare services to inmates and residents of the NJDOC and NJJJC, as well as sex offender treatment services to federal probationers and New Jersey parolees.

Stephanie Marcello

Assistant Vice President of Academics, Integration and Innovation

Stephanie Marcello, PhD, serves as Assistant Vice President of Academics, Integration and Innovation and Chief Psychologist at Rutgers University Behavioral Health Care. In these roles, she advances the integration of research, clinical practice, and training to strengthen behavioral health services across the organization. Dr. Marcello leads initiatives that support workforce development, evidence-based practices, and academic partnerships that enhance care delivery and outcomes. She works closely with clinicians, researchers, and academic leaders to translate innovation and behavioral health science into practical solutions for patients and communities. Through her leadership, Dr. Marcello continues to expand opportunities for education, collaboration, and innovation within Rutgers Health and beyond.

Michele Miller

Vice President, Inpatient & Emergency Services, Nursing Services, and Community School Programs

Michele Miller MSN, RN is Vice President of Acute Services, Nursing Service and the Child Division at Rutgers University Behavioral Health Care.  Michele earned her MSN in Nursing Administration from LaSalle University.  She has worked in the health care industry for more than 40 years as a practitioner and an administrator to promote overall health and ensure access to healthcare for all individuals, families and communities. Her work focuses on healthcare integration that is accessible, collaborative, community focused and addresses issues such as mental illness, the impact of trauma, violence and age related      illnesses.

Carl O’Brien

Chief Financial Officer

Carl W. O’Brien, MBA serves as Chief Financial Officer at Rutgers University Behavioral Health Care.He oversees an annual operating budget of approximately $300 million, of which two-thirds is derived from State and Federal contracts.  Mr. O’Brien has direct responsibility for the areas of financial reporting, decision support and revenue cycle operations.  Prior to joining Rutgers, he served as Chief Financial Officer at Robert Wood Johnson University Hospital and Somerset Medical Center.  He has also worked as a Health Care Consultant for EY, where he served a diverse client base including major academic institutions, community hospitals, and physician group practices.  Mr. O’Brien obtained his Master’s degree in Business Administration from Drexel University and his Bachelor’s degree in Accounting from Franklin & Marshall College.

Carlos Pato

Vice President of Research, Training and Academic Affairs & Executive Chair of Psychiatry

Carlos Pato, MD, PhD is Vice President of Research, Training and Academic Affairs for Rutgers University Behavioral Health Care and the Executive Chair of Psychiatry for Rutgers RBHS.  Much of Dr. Carlos Pato’s work is related to social determinants of health. His research has focused on genomic psychiatry, with an emphasis on population-based genetic studies. Prior to Dr. Carlos Pato’s experience with the Institute for Genomic Health, he served for three-and-a-half years as senior vice president and dean of the College of Medicine at SUNY Downstate, doubling the number of affiliated hospital beds and affiliated faculty, and developing a focus on primary care, as well as building up research on population health and disparities, with a focus on genomics and social determinants of health.

Keith Stowell

Chief Medical Officer

Keith R. Stowell, MD, MSPH, MBA is Chief Medical Officer for Rutgers University Behavioral Health Care. Prior to joining UBHC, Dr. Stowell served as Associate Chief of Clinical Services at the University of Pittsburgh Medical Center’s Western Psychiatric Hospital, where he had oversight of Psychiatric Emergency Services, the resolve Crisis Network, the Emergency Department telepsychiatry program, and the network admissions office. In this capacity, he oversaw 15,000 psychiatric emergency department visits per year, over 100,000 patient crisis contacts, and 2,000 hospital admissions.
